In JDeveloer 12 c there is new option, whenever you save the project JDeveloper automatically start building the project. Some its very annoying beacuse it make JDeveloper ver slow.
To disable it follow these steps
1. Go to Tools --> Preferences
2. Go to Code Editor --> Save Actions, And remove Build Projects After Save and click OK.

Even after doing this change, still project getting built on the fly
